Union Minister Dr.Jitendra Singh said here today that COVID has shifted focus to biotech and genetic interventions and this offers an appropriate opportunity for us to work on strategic research outcomes which are specifically India-centric and can provide answers to a number of questions posed by the contemporary health scenario.

Addressing the Biotechnology Scientists during his first review meeting of the Department after taking charge of the new Ministry, Dr Jitendra Singh said, India has huge resource material for both research as well as medical, to offer the world exclusive preventive and therapeutic options, particularly considering the fact that Indian phenotype and India genotype are different from the rest of the world. As a result, both the epidemiology as well as the clinical course of diseases, including the currently prevalent infections due to Corona virus or the mutant viruses, could be different and therefore, India’s researchers and scientists also owe the responsibility to provide Indian remedies for the Indian patient.

The Minister emphasised that Prime Minister Narendra Modi takes a personal interest in scientific and technology related programme and this offers a great support and patronage for the entire fraternity.

He called upon the Biotechnologists to identify at least two exclusive projects which could be researched and completed with definite conclusions and results around the 75th Independence anniversary of India in 2022.

If we succeed in doing so, he said, we will not only be able to showcase the superlative talents of Indian scientists but would also succeed in coming out with research findings which can be exclusively hailed and published across the world as an Indian discovery for mankind during its most testing times.

Referring to the huge potential in the field of Biotechnology, Dr Jitendra Singh said, somehow this has not been optimally utilised.

However, he said, now is the time to give a special push and put it on the fast track. The Minister asked the Biotechnology Department to explore the feasibility of conducting joint projects with premier Medical Institutions like AIIMS and at the same time also engage the industry, private players and young Start-Ups in these projects.

Dr Jitendra Singh particularly emphasized the need to reinforce the infrastructural strength by cutting down the number of autonomous bodies functioning in the Department or try to merge two or more in order to make them more focused and oriented.

He said, time has come for the Biotechnology Department to emerge as a service – provider for the common citizens and contribute in ‘“Ease of Living” and “Ease of Health” . The Minister also underscored the need to curtail all kinds of wasteful expenditure.

Earlier, welcoming the Minister, Secretary, Department of Biotechnology Dr Renu Swarup said that the Department is striving towards developing biotech products, processes and technologies to improve agricultural practices, food and nutritional security and affordable health care.

Senior Scientists, Statistical Adviser and officers of the administrative wings of the Department attended the meeting.

I congratulate the entire team of Pune Municipal Corporation for this unique initiative to run midi buses in dense traffic areas.

Under Atal PunyaDasham scheme, Punekars can commute for entire day in just ₹10 in AC buses.

250 more such buses will be added soon. Highest number of electric buses are purchased by Pune in entire country.

Pune Metro works too in progress at great speed. We can expect a before time inauguration. Integration of Metro & Bus service in Pune should be thought upon for better, integrated commutation.

Keeping pace with the construction of new roads number of new private vehicles are also increasing. There is an urgent need of efficient public transport system. I suggest to think of Neo-Metro for HCMTR corridor. I’m sure GoI will assist in this & we can connect to Pimpri-Chinchwad easily

Prime Minister Shri Narendra Modi interacted with Directors of Centrally Funded Technical Institutions on 8th July 2021 via video conferencing.

More than 100 Heads of Institutions joined the Prime Minister for this interaction.

Prime Minister lauded the R&D work done by these institutions towards meeting the challenges posed by Covid.

He appreciated the efforts of young innovators towards providing quick technological solutions.

Prime Minister said that there is a need to adapt higher education and technical education to keep in tune with the changing environment and emerging challenges.

He added that this requires the institutions to reinvent and reevaluate themselves, develop alternative and innovative models in accordance with the present and future needs of the country and society.

He emphasized that our higher educational and technical institutions need to prepare our youth for continuous disruptions and changes, keeping in mind the fourth industrial revolution.

Prime Minister underlined the need to progress towards education models that are flexible, seamless, and able to provide learning opportunities as per the requirements of the learners.

He said that access, affordability, equity, and quality should be the core values of such education models.

Prime Minister appreciated the improvement in the Gross Enrollment Ratio (GER) in higher education in the past few years & emphasized that digitization of higher education can play a big role in increasing GER, and students will have easier access to good quality and affordable education.

Prime Minister also lauded the various initiatives taken by the institutions to increase digitization such as that of online bachelor and master degree programmes.

PM added that we need to develop an ecosystem of technological education in Indian languages and translate global journals into regional languages.

Prime minister said that ‘Aatmanirbhar Bharat Abhiyan’ will form the basis of dreams and aspirations of India in the coming 25 years when we celebrate 100 years of Independence.

He added that technological, R&D institutions will play a major role in the upcoming decade, which is also being called as “India’s Techade”.

Had an enriching interaction with Directors of leading IITs and IISc Bangalore during which we exchanged thoughts on a wide range of subjects including making India a hub for R&D, innovation and popularising science among the youth.

The IISc Bangalore team shared an interesting presentation on their key R&D initiatives in areas like robotics, efforts in education such as training maths/science teachers, COVID-19 work.

They emphasised on the need to give importance to health in Aatmanirbhar Bharat vision.

I was happy to know details on IIT Bombay’s extensive work in technology for conversion of nitrogen generator to oxygen generator, cell therapy for cancer cure and their academic innovations like starting LASE programme, Masters in Digital Health, AI and Data Science.

The team from IIT Madras talked about COVID mitigation efforts like setting up of a modular hospital, hotspot prediction, their multi-disciplinary research and their online BSc. in programming and data science. They are also working on enhanced digital coverage across India.

Proud to see IIT Kanpur become a hub for futuristic research and innovations in blockchain technologies, monitoring air quality, electronic fuel injections and more. The support being given to start-ups, upskilling of professionals will greatly benefit India’s Yuva Shakti.

Ministry of Defence implements web-based integrated system for sanction & disbursement of pension to defence pensioners

Ministry of Defence:

Ministry of Defence has implemented SPARSH [System for Pension Administration (Raksha)], an integrated system for automation of sanction and disbursement of defence pension.

This web-based system processes pension claims and credits pension directly into the bank accounts of defence pensioners without relying on any external intermediary. 

A Pensioner Portal is available for pensioners to view their pension related information, access services and register complaints for redressal of grievances, if any, relating to their pension matters.

SPARSH envisages establishment of Service Centres to provide last mile connectivity to pensioners who may be unable to directly access the SPARSH portal for any reason.

In addition to several offices of the Defence Accounts Department, which are already functioning as Service Centres for pensioners, the two largest banks dealing with defence pensioners – State Bank of India (SBI) and Punjab National Bank (PNB) – have been co-opted as Service Centres.

An agreement to this effect was signed between Officiating Controller General of Defence Accounts (CGDA) Shri Rajnish Kumar and officials of SBI & PNB, in the presence of Defence Secretary Dr Ajay Kumar and Financial Advisor (Defence Services) Shri Sanjiv Mittal in New Delhi on July 08, 2021.

Under the agreement, the pensioners can approach various branches of these two banks for obtaining any service relating to their pension issues.

Appreciating the efforts of all those involved in this process, the Defence Secretary said implementation of SPARSH fulfilled a long pending requirement. He added that the decision will prove to be a boon for defence pensioners and thanked the officials of SBI & PNB. He urged them to facilitate the migration of manual data and complete the process at the earliest.
